It is my honor to promote the following Starfleet personal. For their outstanding duty to Starfleet and SB-140
1) Lt jg Stephanie Morgan. For her outstanding work with the our new fighter wing and it pilots. She has taken a group of raw recruits and turn them into a top fighter group..."The Cestus Screaming Eagle." Lt Morgan has been promted to the rank of Lt. Commander.
2) Ensign Amber Livingston. For outstanding work as Chief of Security. She has been one of the brigther lights for me on this station. Keep up the great work Ms. Livington. Ensign Amber Livingston has been promoted to the rank of Lt. jg.
3) Cadet Tom Algren. For outstanding duty to SB-140. I am not to sure if to let Commander Morgan have this young man back. I think our Chief Engineer may want the boy down there. Cadet Tom Algren has been promoted to the rank of Ensign.
To these three Starfleet personal, I wish to thank you all for your hard work and keep it up. I also want to thank all those on board this Station too. It's my honor to serve with the best personal in Starfleet

1) Ensign Yvette Mintos. For doing outstanding work as Chief Engineer. Ensign Yvette Mintos has taken on her duties head on and has keep this Station at 100% durning some troublesome time in the past 6 months. I am very proud to promote Ensign Yvette Mintos to full Lt.

To all personnel on SB 140. Lt. Colonel Marone will be the acting Chief of Security of the Station till I con get a replacement from Starfleet Command. He will do double duty on the Station. He will still be in command of the Marine on the station and now he will also head of Security.

Since Starfleet Command is haven't a hard time filling in replacement here on SB 140. I am going to assign the post of AENG to Master CPO Beavregard "Bull" Clooney. Master Chief Clooney is a 28 years veteran of Starfleet. All these years were in engineering in one way or another. Master Chief was hold this post till I can find someone to fill his boots.

Do to a special medical problem. All Starfleet personnel will be given an RNA and DNA testing at this time. Once the Station personnel are tested, all citizen personnel well be tested too.
The testing is to be done by Doctor Cage and her medical team. Captain Naru will be in charge of this program and all personnel will be tested. No question. Once we get to the citizen testing, Doctor Cage will be assited by citizen doctors on the station.

Special Order #0006-SB 140 From the desk of Admiral Maxwell Gunn Commander of SB-140
I have added new security measure for the station. There will be 5 new levels of lockdown. They are as following:
Level 1 A level 1 lockdown is put into effect whenever there is an imminent danger to the station where control of the base could be lost. In these situations, security doors will seal off operation center and engineering area. A small amount of electricity is run throught the door ( to prevent senor scans) and the rooms are also sealed off using a complex shield systems that are being install as I write this. While in effect, the station is at yellow alert and all senior staff are to report to their duty station. Those officers unable to report to their station are to remain in their quarter unlit security has given an all clear. Any senior staff may deactivate a level one lockdown. Plus Fleet Admiral, her XO, and any other captain of any ship in the fleet may also deactivate a Level 1 Lockdown.
Level 2 Similar to Level 1 lockdown, the only main difference is that more of the station is sealed off. Jeffries tube access is strictly prohibited and all transport and replicator function are deactivated. While in effect, the station is at yellow alert, and all officers not at their duty stations are to pair up and actively looks for the thread, Under level two, only the CSEC, XO, and CO may deactivate the lockdown.
Level 3 In addition to level 1 & 2, the level 3 lockdown increase the security measures. Each deck is sealed off from tubolift access, while force fields are activated at every major junction. All staff are to reamin where they are, or find a safe area. Only security officers and maries are to be out at this time. While in effect, the station is at red alert. Only the Co, XO, and CSEC (combined) may deactivate the lockdown. In case of the lost of one or more of these officers, the system will follow chain-of-command and the next two officers will be able to deactivate the lockdown.
Level 4 In a level four lockdown, a serious event has taken place. Numerous intruders have been spotted and all areas of the base are sealed. All the aforementioned procedures occur, as well as heavy nitirdium door seal off every corridor junction, and a dampening field is activated, making most energy based weapons without the adaptive circuitry obseolete. In the instance of a level four lockdown, the armories and weapon lockers are sealed with a random encrytion, and security officers and marines are use hand to hand combat skills along with non-enery weapons to subdule any thread. Only the XO and CO combined may deactivate a Level 4 leveldown. As in a Level 3 lockdown, with the death of CO, Xo, or both deactivating follow by the Station chain-of-command.
Level 5 In a level five lockdown, all previous attempts to subdule intruders has failed. Unually loss of the base is imminent. During this last ditch attempt, all of the previous events transpire, but every available force field and heavy security doors are activated, all replicators are programmed to create weapons emitters and fire on any personnel not wearing a chip within their commbadge. All citizens should be in the quarters durning all levels of lockdown and shouldn't be wandering about. Also the environmental controls can be utilized to vent gas into any and all ares of the base. Also durning a Level 5 lockdown the base's self-destrut code is activated with a time of twenty minutes. In order ro de-activate a level five lockdown the security codes of two command grade senior staff, and the CSEC combined must be given before the minutes mark.
As stated in these lockdown order, if any of those that are invole with de-activating are unable to preform their dutys. It falls to the chain-of-command of the Station to follow through with these order. In case there are member of the fleet on board the ship. All these lockdown order will follow through the fleet chain-of-command. Staring with the Fleet Admiral and working down the chain.
